The Immorality of the State

The question is "How can one measure the level of state immorality?". 


It is always a challenge trying to reduce any complex issue into quantifiable numbers, but such an approach can be very informative as long as it isn't forgotten the large number of issues that fall outside such a domain. The goal behind this question is to try to begin to construct a comparison of modern states along a 'morality' measurement.

An implication of this is that in trying to construct a society, or bring about some kind of change, the effect along one of these morality measurements can be predicted and measured. Additionally, I hope the discussion can help to establish some common ground between different parties who aim to bring about such changes.
